PER CURIAM:

This is one more case which directly affects this court but which it cannot avoid. From necessity, we are forced, to our regret, to proceed in deciding it, there being no other tribunal authorized to act. (2 Constitutional Limitations, Cooley, 870.) The question refers to the purchase and installation charges, totaling P585, of a Webster Teletalk, Model 206 MA, and Webster Telehome speakers.
