This is a petition for a writ of certiorari with preliminary injunction. From the numerous and not very clear allegations and statements in the petition and those of the annexes or exhibits attached to it, including the transcript of the notes taken before respondent Judge Moscoso during a hearing held before him, we can make out the following facts.
