Appeal from a decision of the Court of First Instance of Iloilo dismissing the petition in this case, as well as the counterclaim of respondents herein, without costs. 

Petitioner Joaquin Quimsing is the owner and manager of a duly licensed cockpit, located in the District of Molo, City of Iloilo. On February 13, 1958, the cockpit was raided by members of the city police force and the Constabulary, under the command of Capt. Alfredo Lachica and Lt.
