  On December 18, 1957 appellant Oromeca Lumber Co., Inc. filed a petition with appellee Social Security Commission - hereafter referred to as the Commission - for the refund of the premiums it had remitted to the System on November 20 and December 9, both of the year 1957, upon the ground that they corresponded to a period when it was not yet subject to the compulsory coverage provided for by the Social Security Act of 1954 (Republic Act 1161, as amended by Republic Act 1792).
