This case started with a petition for certification election filed by the Laguna College, also petitioner before us, in the Court of Industrial Relations on October 20, 1967 (Case No. 2037-MC). The purpose was "to determine whether the Laguna College Teachers Association (LACTA) or any other labor organization is the true and voluntary choice of the majority of the teachers working in petitioner's establishment, as the sole and exclusive bargaining representative."
