Petitions filed separately by the Philippine Long Distance Telephone Company, the Manila Electric Company, Bolinao Broadcasting Corporation, the Philippine Steam Navigation Company, and the General Shipping Company, all domestic corporations operators of public utilities, for review of the decision of the Public Service Commission, in its Case No. 65-196, construing Section 40 (e) of the Public Service Act, as amended by Republic Act 3792, adversely against them.
