I fully concur in the masterly and comprehensive dissent of the Chief Justice.  I fear that the majority resolution, which in effect reviews and overturns the long final andexecutory judgment of this Court in Case G.R. No. L-20950, May 31, 1965, has so far departed from the well nigh-universal doctrines and principle as of finality of judgmentsand law of the case extensively discussed in the Chief Justice's dis­sent - without specifically defining the factors and elements that would exempt the case at bartherefrom or at least synthesizing why...
