May entries in the record of the local civil registrar relative to the citizenship, civil status and filiation of a person be the object of a substantial or non-clerical correction through a petition filed pursuant to Rule 108 of the Rules of Court? This is the only issue in the above-entitled cases. Hence, this joint decision.
