The specific question raised impressed with an aspect of novelty, sustained with vigor and plausibility, persuaded this Court that the petition was worth looning into. It is whether the determination of an unfair labor practice case, brought against respondent-unions, must precede the holding of a certification election. A negative response came from respondent Court of Industrial Relations, through Judge Ansberto Paredes.
