In this case certified to us by a resolution of the Court of Appeals 1 on the ground that the appeal from an order of dismissal by the lower court "is beyond [its] competent Jurisdiction . . . considering that, as correctly pointed out by defendants-appellees National Stud Farm and its Board of Trustees in their comment . . .
