The invocation by petitioner Philippine Association of Free Labor Unions of the protection afforded by due process is premised on the asserted arbitrariness shown by respondent Bureau of Labor Relations 1 ordering a certification election 2 notwithstanding the existence of a collective bargaining agreement which is to remain in force until December 31, 1977. 3 The point stressed is that while it was the very same respondent Bureau, through its Acting Director Carmelo C.
