Petitioner Julio Biscarra, a former assistant district forester of the Bureau of Forestry, filed a Notice of Injury or Sickness and Claim for Compensation dated April 4, 1972 with Regional Office No. IV of the Department of Labor for his ailments of diabetes mellitus, hypertensive cardiovascular disease, arteriosclerosis, and chronic pyonephritis.  As a result of his ailments, he stopped working and retired at age 58 on October 31, 1970.  This claim for compensation was not controverted.
