Invoked in this petition is the power of the Supreme Court to review, by certiorari, any decision, order or ruling of the Commission on Elections 1 which, in the case of Aratuc vs. COMELEC, 88 SCRA 251, was clearly defined to be confined to questions of law, particularly violations of the Constitution and/or constitutional rights.
