The congenital infirmity from which this quo warranto suit suffers is quite obvious considering that on the facts of the case and the applicable law, this Court had rendered a decision as far back as June 26, 1981 in Faderanga v. Commission on Elections. [1] As expressly admitted by petitioners, "a decision in favor of the respondents was promulgated on June 26,1981, and received by herein petitioners at 5:25 p.m. of the same day, hence this petition for quo warranto."
