By far, one of the most far-reaching governmental reforms, acclaimed both here and abroad, is Presidential Decree No. 27 issued on October 21, 1972, decreeing the emancipation of the tenants from the bondage of the soil and transferring the ownership of the land they till. Its validity was assumed in Chavez v. Zobel, 1 and upheld in Gonzales v. Estrella. 2 It could not have been otherwise.
