This defendant was charged with the crime of libel, alleged to have been committed as follows:

"I. On or about the month of December, 1907, in the municipality of Santa Maria, Province of Bulacan, P. I., the said accused, Jose S. Serapio, did willfully and criminally, with the intentions of attacking, reviling, and exposing to public hatred and scorn the good name, virtue, and reputation of Bonifacio Morales, write, publish, and send by mail addressed to the Executive Secretary, an anonymous communication, the pertinent portion whereof is as follows:
