Before us are two petitions. The first one challenges the constitutionality of Presidential Decree No. 1669 which provides for the expropriation of the property known as the "Tambunting Estate" and the second challenges the constitutionality of Presidential Decree No. 1670 which provides for the expropriation of the property along the Estero de Sunog-Apog. In both cases, the petitioners maintain that the two decrees are unconstitutional and should be declared null and void because:

"(1) They deprived the petitioners of their properties without due process of law.
