MORELAND, J.:

This election contest involving the officer of governor of the Province of Rizal. The only candidates whose rights need to be considered in this case are Mariano Melendres, Mamerto Manalo, and Catalino Sevilla. The election took place on the 4th day of June, 1912. The protest was filed on the 18th of the same month. On the face of the returns Sevilla had a plurality of the votes and was duly declared elected by the provincial board of canvassers under section 27 of the Election Law. Manalo file the protest.
