FELICIANO, J., concurring:

I concur with the great bulk of the majority opinion so vigorously written by the Chief Justice. I seek below to clarify, principally to myself, certain qualifications which do not affect the result reached but which, to my mind, should be made.

The Presidential Commission on Good Government (PCGG) is, of course, an administrative agency which has been charged with the vitally important task of investigating and recovering "all ill-gotten wealth accumulated by former President Ferdinand E. Marcos, his immediate family, relatives, subordinates and close associates, whether located in the...
