This case, rather cut-and-dried as far as factual background is concerned, turns upon a determination of the true meaning and intendment of Section 56 of Presidential Decree No. 1529, 1 which in part reads:

"Sec. 56. Primary Entry Book; fees, certified copies. Each Register of Deeds shall keep a primary entry book in which, upon payment of the entry fee, he shall enter, in the order of their reception, all instruments including copies of write and processes filed with him relating to registered land.
