The Court issues the writs prayed for in this petition for certiorari and prohibition filed by the petitioner, the Associated Labor Unions.

It appears that on June 24, 1986, as a consequence of a controversy arising from charges of unfair labor practices against the respondent, Belyca Corporation, a firm engaged in livestock farming, the petitioner filed a notice of strike with the then Ministry of Labor and Employment, Region X, at Cagayan de Oro City.
