This case was certified to Us by the Court of Appeals since it raises pure questions of law (pp. 66-68, Rollo).

The issues raised in this case are certainly far from novel. We shall, therefore, simply reiterate well established jurisprudential rules on the prescriptive period within which to file a petition for mandamus to compel reinstatement to a government office and a claim for back salaries and damages related thereto.
