The main issue in this petition is whether or not the position of a provincial attorney and those of his legal subordinates are primarily confidential in nature so that the services of those holding the said items can be terminated upon loss of confidence. 
 
The facts of this case are simple. 
 
Petitioner Sixto Demaisip was the first appointed Provincial Attorney of Iloilo. He held this position from April 3, 1973 up to June 2, 1986 when he offered to resign and his resignation was accepted by the then Acting Governor. In his resignation letter, petitioner Demaisip...
