The issue of whether or not a final decision of the Civil Service Commission (CSC) may be set aside by it is brought to the fore in this petition.

The facts of this case are undisputed.

On July 25, 1987, the President of the Philippines issued Executive Order No. 285 abolishing the General Services Administration and transferring its functions to appropriate government agencies.
