This case turns on the correct determination of the date when the petitioner contracted the permanent total disability for which he is claiming the corresponding compensation.

The petitioner was appointed to the Manila Police Department in 1967 after passing the basic police training course and the usual physical/medical examinations, including the neuropsychiatric test.
