SARMIENTO, J., concurring:

I concur with the majority.

(1) I wish to point out first that the question of citizenship is a question of fact, and as a rule, the Supreme Court leaves facts to the tribunal that determined them. I am quite agreed that the Electoral Tribunal of the House of Representatives, as the "sole judge" of all contests relating to the membership in the House, as follows:
