Accused-appellant Alfredo Rumeral y Villegas was charged with violation of Section 4, Article II of Republic Act No. 6425, otherwise known as the Dangerous Drugs Act of 1972, before the Regional Trial Court of Olongapo City. The information, dated February 11, 1987, read as follows:
