The Twin requirements of notice and hearing are essential elements of due process in cases of employee dismissal. Failure to satisfy these requisites has been recognized to be fatal. This orthodoxy is not about to be abandoned yet.

The paramount question is whether or not the requirements of due process were substantially complied with in dismissing an employee, after an inquiry conducted for the purpose of filing a criminal case against another employee.

The respondents contend that it is sufficient. The petitioner holds otherwise.
