It is with regret that I am unable to agree completely with the majority opinion written by my learned brother in the Court, Mr. Justice Regalado, with his customary lucidity. That opinion expresses clearly the ordinary rule in the following terms:

"It is a long-standing doctrine that writs of injunction or prohibition will not lie to restrain a criminal prosecution for the reason that public interest requires that criminal acts be immediately investigated and prosecuted for the protection of society, except in specified cases among which are to prevent the use of the strong arm of the law in an oppressive and...
