This Petition for Certiorari and Mandamus with prayer for Preliminary Injunction and or Temporary Restraining Order was instituted by Petitioner, Bureau Veritas, to assail the Agreement for Comprehensive Import Supervision Scheme (CISS) executed between the Republic of the Philippines and private respondent Societe Generale de Surveillance S.A. (SGS), dated 23 August 1991, and Memorandum Order No. 391, dated 2 September 1991, of the Office of the President approving the aforesaid Agreement.
