I must record my dissent. In my view, the majority decision is profoundly flawed and can scarcely be contemplated without deep foreboding by those who believe in the basic policy principle of free competition rather than monopoly in the area of telecommunications so vital for economic and social development. In my view, and this is submitted with great respect and reluctance, the majority has uncritically embraced an eccentric interpretation urged by the PLDT, an interpretation with absolutely no legal or other basis, save PLDT's own bare assertion.
