Texans used to complain that when they tried to dig for water, all they struck was oil. On the other hand, Filipinos have been heard to complain that every time they tried to dig for oil, all they got was water ---- and steam, to hoot. In the 1970's, with the energy crisis having become unmanageable, the government decided to harness steam to drive turbine engines to generate electricity.
