Our organic 1 and procedural laws 2 expressly guarantee that in all criminal prosecutions, the accused shall enjoy the right to have a speedy trial. The salutary objective of this right is to assure that an innocent person may be freed from anxiety and expense of a court litigation or, if otherwise, to have his guilt determined within the shortest possible time compatible with the presentation and consideration of whatever legitimate defenses he may interpose. 3 So esteemed is this right that a violation thereof can serve as a basis for the dismissal of the case against the accused. 4 However, it should not be...
