The petitioner for the writ of habeas corpus arrived at the port of Manila from China on or about the 3rd day of May, 1915, claiming the right to enter the Philippine Islands as a citizen thereof by reason of being the illegitimate son of a Filipino woman. He was refused admission by the immigration inspector who boarded the ship on which he arrived at the port of Manila and was held by him for examination by a board of special inquiry.
