This case requires us to determine the extent to which the Ombudsman may call upon government prosecutors for assistance in the investigation and prosecution of criminal cases cognizable by his office and the conditions under which he may do so. 

Petitioner Gloria G. Lastimosa is First Assistant Provincial Prosecutor of Cebu.
