Escalating from the now familiar genre of drug cases elevated to this Court, consisting simply of local individual pushers and users of relatively less potent narcotics on a small scale, this appellate review involves the sophisticated operations of foreign nationals allegedly dispatching in transit or transporting in volume through the Philippines the highly dangerous drug of heroin on an extraterritorial spectrum.
