I regret that I cannot join the majority opinion as expressed in the well-written ponencia of Mr. Justice Kapunan. 

As in any controversy arising out of a Constitutional provision, the inquiry must begin and end with the provision itself. The controversy should not be blurred by what, to me, are academic disquisitions. In this particular controversy, the Constitutional provision on point states that - "no person shall be a member of the House of Representatives unless he is a natural-born citizen of the Philippines, and on the day of the election, is at least twenty-five (25) years of age, able to read and...
