In this Petition for Certiorari, Prohibition and Mandamus, with prayer for issuance of a temporary restraining order and preliminary injunction, petitioners Philippine Telegraph and Telephone Corporation ("PT&T"), a business entity with a franchise to operate domestic telecommunication services in the Philippines, Jose Luis Santiago, Epitacio R.
