REMEDIAL LAW; JURISDICTION; JURISDICTION OVER THE SUBJECT MATTER, DETERMINED BY LAW IN FORCE AT THE COMMENCEMENT OF ACTION; LABOR ARBITER HAS JURISDICTION OVER MONEY CLAIMS OF OVERSEAS WORKER FILED ON MARCH 31, 1982. - The rule is that jurisdiction over the subject matter is determined by the law in force at the time of the commencement of the action.
