In this Decision, the Court rules, inter alia, on the tests for determining the existence of employer-employee relations, as they relate to the grant of monetary benefits due to closure of a business establishment.

Before this Court is a special civil action for certiorari to reverse the Decision 1 of the National Labor Relations Commission promulgated on May 26, 1993 in NLRC NCR CA Case No. 002953-92 which affirmed with modifications the labor arbiter's monetary awards in favor of private respondents.
