PANGANIBAN, J:

While we recognize and appreciate the toil and hardship of our public schoolteachers in fulfilling the state's responsibility of educating our children, and realize their inadequately addressed plight as compared to other professionals, we have the equal task of promoting the larger public interest which withholds from them and other similarly situated government workers the right to engage in mass actions resulting in work stoppages for any purpose.
