On May 11, 1993, Chou Cheung Yih, alias "Jack Chou", a Taiwanese national, was kidnapped in Multinational Village, Parañaque, Metro Manila. He was kept captive for seven days until his family paid a ransom of P10M Million. Only then was he set free.

Thereafter, accused-appellants Reynaldo Berroya, SPO4 Jose Vienes, Francisco "Kit" Mateo and thirteen (13) others, were charged with the crime of kidnapping in an Information dated September 22, 1993 which reads as follows:
