The central issue posed before this Court in the present case is the constitutionality of Republic Act No. 8551 (RA 8551), otherwise known as the "Philippine National Police Reform and Reorganization Act of 1998,"1  by virtue of which petitioners herein, who were all members of the National Police Commission (NAPOLCOM), were separated from office. Petitioners claim that such law violates their constitutionally guaranteed right to security of tenure.
