PANGANIBAN, J.:

Delay in the administration of justice undermines the people's faith in the judiciary. Hence, judges should be prompt in disposing of all matters submitted to them, for justice delayed is often justice denied.1 [Paragraph 6 of Canons of Judicial Ethics.]
