In 1979 Melvin Colinares and Lordino Veloso (hereafter Petitioners) were contracted for a consideration of P40,000 by the Carmelite Sisters of Cagayan de Oro City to renovate the latter's convent at Camaman-an, Cagayan de Oro City. 

On 30 October 1979, Petitioners obtained 5,376 SF Solatone acoustical board 2'x4'xÂ", 300 SF tanguile wood tiles 12"x12", 260 SF Marcelo economy tiles and 2 gallons UMYLIN cement adhesive from CM Builders Centre for the construction project.[1] The following day, 31 October 1979, Petitioners applied for a commercial letter of credit[2] with the Philippine...
