Assailed in this petition for certiorari are the resolution of 13 November 1998 and order of 09 July 1999 by Graft Investigation Officer I Melinda S. Diaz-Salcedo,[1] approved by Ombudsman Aniano A. Desierto on, respectively, 12 March 1999 and 23 July 1999.
