In a verified complaint[1] dated October 17, 1997 addressed to the Court Administrator, Negros Grace Pharmacy, Inc., represented by its President, Dr. Manuel S. Lo, charged Judge Alfredo P. Hilario of the Municipal Trial Court in Cities, Branch 1, Bacolod City, with serious misconduct, gross partiality, incompetence and ignorance of the law.
