For review on certiorari are the Court of Appeals' Decision[1] dated November 10, 2000 and Resolution[2] of January 8, 2001 in CA-G.R. SP No. 54935, which affirmed in toto Civil Service Commission (CSC) Resolution[3] No. 990558 dated March 3, 1999. The CSC found petitioner Luzviminda B. de la Cruz[4] guilty of dishonesty and grave misconduct and ordered her dismissal from the service "with all the accessory penalties of perpetual disqualification from holding public office and from taking any government examinations."[5]
