Josephine Fianza had been employed with petitioner Benguet Electric Cooperative (BENECO) since August 1, 1979.[1] She occupied various positions,[2] until, in 1991, she became Property Custodian under the Office of the General Manager, with a Salary Grade of 5.[3] By 1999, Fianza was receiving a monthly salary of P8,494.00.[4]

On June 29, 1999, BENECO's General Manager, petitioner Gerardo P. Versoza, issued Office Order No. 42, addressed to Fianza and another employee, Josephine B. Calinao.[5] The body of this Office Order reads:
