This is a petition for review on certiorari assailing the decision[1] of the Court of Appeals in CA-G.R. SP No. 62129, dated October 10, 2001, which dismissed the petition for certiorari for lack of merit, as well as the resolution,[2] dated March 7, 2002, denying the motion for reconsideration.
